The Love Field Modernization Program (LFMP) will renovate and expand Love Field - creating a cohesive, modern facility that will serve the needs of Dallas citizens and travelers for many years to come. The LFMP renovations include a new centralized concourse with 20 gates, a remodeled lobby, expanded baggage claim area and a new ticketing wing.

Bidding Contracts on the Love Field Modernization Program (LFMP)

Contract bid opportunities with the Love Field Modernization Program (LFMP) are issued through the City of Dallas, Hensel Phelps Construction Co., and Southwest Airlines. Each of these entities work together to create contract opportunities for Minority, Women and Disadvantaged Business Enterprise (M/W/DBE) firms. Prime contractors under these three entities also issue contracts to subcontractors.

The LFMP adheres to the M/WBE participation goals set by the City of Dallas' Business Inclusion and Development (B.I.D.) Plan in order to measure M/WBE participation. The City has set goals in five categories of services with the following M/WBE percentages:

  • Architecture and Design: 25.66%
  • Construction: 25.00%
  • Professional Services: 36.30%
  • Other Services: 23.80%
  • Goods: 18.00%

The LFMP also adheres to the DBE participation goals set by the Federal Aviation Administration (FTA) and in adherence to Regulations 49 CFR 23 and 26. The following is the established DBE goal on the LFMP:

  • Construction and Professional Services: 26.86%
